Answer: No One Escapes Death

Commonly dubbed 'NOED' by the community, NOED may yet go down as the most hated perk of all time. Its capacity to snatch victory from the jaws of defeat for a Killer is second-to-none for the most part.
2. Answer: Devour Hope

Devour Hope grants its user one token every time a Survivor is unhooked whilst they are at least 24 meters away from the hook. After two tokens, the Killer briefly receives the Haste status effect shortly after hooking someone. Three tokens is where things get dicey, as the Killer may now begin one-shotting everyone with their basic attack courtesy of the Exposed status effect, allowing for only very niche instances of the Endurance status effect to keep Survivors on their legs after being hit. And at five tokens, the coup de grace may now be administered-- downed Survivors may be killed, even if they have not yet been hooked.

Answer: Ruin

At its highest level, Ruin will regress an unattended generator by 200% the usual regression speed. That's 0.5% every second, which really adds up if the Killer is able to defend that generator.

Answer: Haunted Ground

Killers with great detection capabilities like the Doctor, or good mobility such as Nurse or Blight, stand to benefit a lot from the vicious snowball potential this perk offers. Unfortunately, Exposed only allows for basic attacks to one shot. That means Killers like Huntress or Trickster cannot abuse it with their projectiles.

It is worth noting that, because Haunted Ground spawns two Hex totems on the map, it is possible for the Killer to begin the game with five lit totems if their other three perks are also Hex perks. Once Haunted Ground is initially cleansed, barring some hijinx running it in tandem with Undying, the other lit totem will go dull.

Answer: Undying

The idea behind Undying is to run it in tandem with at least one other Hex perk; it is essentially an insurance perk preventing the Killer from losing their Ruin or Devour Hope right out of the gate. Players with strategies relying on a Hex perk to a fairly high extent will likely want to invest a slot into Undying for this reason.

Answer: Thrill of the Hunt

Thrill of the Hunt is pretty useless on its own. Similar to Undying, the idea is to use it to defend other Hex totems. However, because of its slowdown effect and notification, it is arguably better than Undying if the player is attempting to use more than one other Hex perk; think a build of Thrill of the Hunt/Ruin/Devour Hope, or something like that.

Answer: Crowd Control

Unlike Bamboozle, Crowd Control can work on more than one window at a time. Unlike Bamboozle, however, the Killer will not receive a vault speed bonus. It also does not work when Survivors slow vault-- though doing this makes it easier for Killers to hit them, a fair tradeoff.
