From Quiz Secret Invasion
Answer:
Russia
In Moscow in the present day, Agent Everett Ross hides in the shadows and meets with Agent Prescod who, theorizing on a number of recent global terrorist attacks, thinks on the web of chaos that's been sowed as of recently. There's an architect to all of it, he says, and it's escalating. It's Skrulls, he claims, and it started thirty years ago when Captain Marvel and Nick Fury vowed to find them a new planet. They could be anybody, anywhere, at any time. Ross says that there are only a few on Earth, but they could never know how many are actually around the globe. Unfortunately, Fury isn't coming back to Earth without evidence. Prescod has it though, and he shows Ross. The problem is that Prescod doesn't fully trust him-- instead he attacks Ross, leading Ross to need to kill him to save his own life.
Ross calls for an extract, racing through the Moscow streets on Maria Hill's directions and being pursued the whole way. Ross leaps from a building during the chase, gravely injuring himself when he hits the ground below, but he does so just as Hill arrives. She aims her weapon at the pursuer to discover that it's actually Talos in disguise, and he's there to reveal that he hasn't actually been chasing Ross, but a Skrull rebel.
Fury returns to Earth after an extended trip in outer space, touching down on terrafirma to reunite with Hill and Talos in Russia. It leads to a frank talk between Fury and Talos wherein the latter reveals his daughter left shortly after The Blip. Further, when Fury returned, he was clearly a changed man. Talos was pushed into exile while another Skrull, Gravik, took his place on the council, and there he feeds off the rage of the displaced Skrull to garner more support. They don't know exactly where he is, but he's in Russia. The plan that the fake Ross intercepted notes a dirty bomb and a plan to incite war between Russia and the U.S.
On the night of his return, Fury talks a walk around Moscow. It's then that he's captured. A sack is placed over his head; he's placed into an unmarked, black van. When the hood's taken off, it turns out to be Sonya Falsworth who's responsible. Fortunately they're friends.
