Answer: Obsidian Order

The details of Garak's fall from grace were never made clear during "DS9's" run, however it is clear he felt that he had not committed the crime that resulted in his exile. His father, Enabran Tain, was the former head of the Obsidian Order and at on learning of Garak's illness was prepared to give Doctor Bashir the cure only to enable his suffering in exile to continue.

The Omega Directive required all Starfleet captains to take any action required to destroy Omega particles when discovered. Captain Janeway had to explain to her staff about the directive when "Voyager" came upon a society attempting to harness this power, describing the danger as possibly affecting subspace for many light-years around, negating the ability of space travel.

From the moment that Odo saw an image of the Omarion Nebula, he was drawn to it. After the Defiant was attacked, he chose to save Major Kira and head to the nebula in a shuttlecraft.

After it was discovered in "The Search", the Founders chose to move to a new homeworld. A wise precaution as a combined Romulan-Cardassian fleet entered the nebula in order to destroy the Founders.

Remember that Deep Space 9 had been a former Cardassian space station.

It was also used on Ensign Sato after the Xindi mission to counteract the neural parasites that had been placed into her bloodstream by the Reptillians.

"The Wounded" ("TNG") is about how the Enterprise has to go after a renegade Starfleet captain on the USS Phoenix when his hatred of Cardassians completely takes him over to the point of destroying one of their stations. To prevent war, captain Picard is ordered to cooperate with the Cardassians so they can apprehend captain Maxwell. Maxwell has lost his entire family years before during the war with the Cardassians when they had attacked civilians on the planet Setlik III.

It turns out that captain Maxwell has been a former captain of Miles O'Brien, who still admires and feels loyal to his former captain. When O'Brien had been part of Maxwell's crew they had responded to the attack on Setlik III and it was the first time he had killed anybody. He was still deeply affected by this and the horrors he had encountered on the planet. All this brought up buried negative emotions towards the Cardassians when they come on board the Enterprise. The quote in this question explains why.

Ultimately, O'Brien is instrumental in apprehending Maxwell and getting him to step down and give himself up. This is a very powerful episode and we learn a lot more about Miles O'Brien.

Odo: "Mister Worf?"
Worf: "They are Klingons, and it is a long story."
O'Brien: "What happened? Some kind genetic engineering?"
Bashir: "A viral mutation?"
Worf: "We do not discuss it with outsiders."
