"Resolution", the only episode to air in 2019, had the Doctor confront a reconnaissance Dalek that was uncovered after a millennium underground. "Revolution" opens with the Doctor fighting the Dalek in a laboratory in Cheltenham. Fast foward 367 minutes, when the British government gets custody of the Dalek remains, which leads to the events in "Revolution of the Daleks." "The Timeless Children" (2020) was the finale for series 12. "The Woman Who Fell to Earth" (2018) was Jodie Whittaker's first full episode. And "The Tsurunga Conundrum" (2018) featured the Pting.

Jack Robertson (Chris Noth), the billionaire hotel owner who caused an outbreak of giant mutant spiders underneath Sheffield, returns to the 2021 New Year's Special. Robertson really outdoes himself in this episode - bemoaning the destruction of the Daleks for its impact on his bottom line, betraying the human race to the Daleks and ultimately trying to paint himself as a hero. The prison was 79 billion light years away according to the title card. Since the size of the known universe is only 46.5 billion light years, wherever the Judoon have that prison, it's one hell of a long trip. And Captain Jack's vortex manipulator is a lot more impressive than we thought. While it was uncertain how long the Doctor had been in the Judoon prison, it was at least several decades, based on the hash marks on the wall and her familiarity with the denizens. Other residents of the prison included a Weeping Angel (nickname Angela), a pair of red-eyed Ood (nickname Bonnie and Clyde), a Pting and a member of The Silence.

Lee Haven Jones directed the Holiday Special after directing the Series 12 episodes "Spyfall Part 2" and "Orphan 55" (both 2020). Nicholas Briggs returns as the voice of the Daleks, which he first voiced in the 2005 episode "Dalek." He was voiced Daleks, Cybermen, Judoon and Zygon numerous times since the new "Doctor Who" began. Briggs is also executive producer at Big Finish Productions, which has produced numerous "Doctor Who" audio stories.
