Written and produced by Steven Seagal and Andrew Davis, the film was released on April 8, 1988, and distributed by Warner Bros. It was this film that marked Seagal as a top-ranked, action, Hollywood actor. After serving a tour in Vietnam and honing his martial arts skills in Japan, Toscani returned to Chicago as a cop. Soon after his return, he raided a drug ring and later discovered that all the suspects were allowed to walk. Furious at his fellow officers, he began taking the law into his own hands and was on to something big. He was later made to turn in his badge. Although he was off the force, he refused to step away from the action. He and his partner, Jax, played by Pam Grier, closed in on the psychotic crime lord, an ex-CIA operative named Kurt Zagon (Henry Silva).
