It was this film that marked Seagal as a top-ranked, action, Hollywood actor. After serving a tour in Vietnam and honing his martial arts skills in Japan, Toscani returned to Chicago as a cop. Soon after his return, he raided a drug ring and later discovered that all the suspects were allowed to walk.
