1. "Stardust City Rag" begins with a flashback of Seven of Nine attempting to rescue a former Borg who is having his implants forcibly extracted (while awake). Which former Borg was this, whom Seven met in the Delta Quadrant while on "Voyager"?

Answer: Icheb

Icheb, Rebi, Mezoti and Azan were all rescued from the Borg as (already assimilated) children in the season six "Voyager" episode "Collective". Icheb (at the time portrayed by Manu Intiraymi) appeared in eleven episodes of the show, altogether. For "Picard" the role of Icheb was taken on by Casey King.

His appearance in "Picard" shows him now as a Starfleet Lieutenant, but that doesn't stop his captors from cutting him up to remove his valuable Borg implants. Seven arrives and kills everyone in the process of rescuing Icheb, but it is too late to save him, and at Icheb's request, Seven ends his torment by shooting him.
2. In Stardust City in Freecloud, we finally see Bruce Maddox, for whom Picard has been searching. He has come to see a (criminal) businesswoman named Bjayzl about the debt he owes her that he is no longer able to pay because all of his work has been destroyed. Who destroyed his facility?

Answer: The Tal Shiar

When Bjayzl (played by Necar Zadegan) learns that Maddox wants to see her, her first instinct is to have him killed, but she holds off, deciding to hear what he has to say. While he explains himself, claiming that that Tal Shiar destroyed all of his work, Bjayzl gives him a drink, which turns out to be drugged. As he passes out, Bjayzl comments on how making a deal with the Tal Shiar is always "a pain in the ass".

3. As La Sirena approaches Freecloud, everyone on the bridge receives a personalized holographic advertisement from the planet, with one exception. Who doesn't get their own ad?

Answer: Elnor

The advertisements are all tailored to the different individuals, based off of their public profiles:

Jean-Luc Picard is enticed with "afternoon high tea" at the Freecloud Grand Hotel;
Cristóbal Rios is offered upgrades to his ship's power efficiency;
Agnes Jurati's ad is robotics-related, from the "Freecloud Institute of Entertainment Robotics";
Raffi Musiker is offered to "pick her poison" at Feely's Venom Garden.

Only Elnor, who has lived a secluded life in a monastic order and has no public profile, gets no advertisement.

Interfacers are known and expected to be flamboyant, trying to draw attention to themselves, and Captain Rios dresses the part, complete with a feather in his hat and ordering a drink at the bar with "TWO umbrellas". Picard joins Rios dressed as a stereotypical Frenchman, complete with beret, eyepatch, and exaggerated French accent, but it is Rios who is the primary point of contact for the meeting.

Another nod is given to previous "Star Trek" series with Rios using Quark of Ferenginar (from "Deep Space Nine") as one of his references.
5. Bjayzl employs an enforcer by the name of Mr. Vup who is a Beta Annani - a reptiloid species - known for their acute sense of smell. What does Vup claim that he is able to detect with his olfactory senses?

Answer: A lie

When describing the Beta Annani species to the rest of the crew, Raffi mentions that they can not only smell a lie, but they can tell you what you last had for dinner, or who you last had sex with (with Rios chiming in, "if they are not the same thing").

As they are definitely trying to pull off a deception, Raffi injects Rios with a concoction of beta-blockers, anxiolytics, and benzos that will counter Mr. Vup's abilities in that regard.

During the course of their meeting, Mr. Vup pulls a blaster out and points it at Rios' head, asking a direct question and reminding him that with his 1,253 olfactory receptor genes he can, among other things, smell a lie.

Dominic Burgess played the part of Mr. Vup.

Answer: Seven of Nine

It was Bjayzl's operation harvesting Borg implants that Seven had interrupted in the flashback at the beginning of the episode, so the possibility of acquiring a specimen like Seven is irresistible to her.

When Seven is brought forward, Bjayzl responds to her familiarly, calling her 'Annika'. Picard and the others are shocked to realize that there is more to the story about Icheb than Seven originally revealed. In reality, Bjayzl had learned about Icheb from Seven, herself, while pretending to be another Fenris Ranger (friend and ally).

Answer: She surrenders to Seven, ordering her men to drop their weapons

Bjayzl is quick to repeat Seven's demand and orders her men to lower their weapons. After taking control of the situation, Seven is explaining everything to Picard and the others when Mr. Vup begins to pull a concealed weapon out to shoot her. Captain Rios is quicker, however, shooting Vup before he can move more than a few inches.

Seven is set on killing Bjayzl for her crimes, but both Picard and Rios try to talk her out of it, stating that if she did so while they were all there, they would all have bounties put on their heads. Bjayzl offers to give them Maddox in exchange for sparing her life, and Seven reluctantly agrees.
8. Back on La Sirena, the crew gets ready to depart while Maddox is brought to the sickbay. Picard offers to give Seven a lift back to the Fenris Rangers; does she accept?

Answer: No

After having a brief discussion about how they both still deal with the aftereffects of having been part of the Borg collective, Seven thanks Picard for the offer of a lift and informs him that the Rangers have sent a corsair to pick her up on Freecloud.

Taking a couple of phaser rifles with her (a vigilante can always use more), Seven beams back down to the planet... right back to Bjayzl. After quickly stunning the two guards in the room, Seven vaporizes Bjayzl, saying that Icheb had been like a son to her.
9. Does Bruce Maddox reveal the location of Soji Asha to Picard while being questioned?

Answer: Yes

Dr. Maddox is grievously injured and being treated in the biobed in sickbay when Picard speaks with him. Picard confirms that Dahj was killed on Earth, which Maddox had assumed must have happened when the Tal Shiar destroyed all of his work. He then reveals to Picard that both Dahj and Soji were put where they were to try to determine the true reason behind the ban on synthetics. And he confirms that Soji was sent to the Artifact.
10. Which crew member kills Bruce Maddox at the end of the episode?

Answer: Dr. Jurati

Even though we know Agnes and Bruce had a relationship (she watches a video of them baking cookies earlier in the episode, which included a kiss), she disables his life support, even deactivating the EMH (Emil) when it tries to intervene. Dr. Jurati is obviously distressed by her actions, but something that she was shown by the Zhat Vash (When Commodore Oh visited her) has turned her against the synthetic lifeforms and those capable of creating them (such as Bruce Maddox).

As she lets Bruce die, she tells him, "I wish you knew what I know. I wish I didn't know what I know. I wish they hadn't shown me.
