In class, Lisa reads a book while her classmates gossip over Mrs. Hoover, their teacher, who is allegedly having some problems; Janey says that she drank a bottle of drain cleaner and another kid says she fell down a well. When Mrs. Hoover comes in she informs the students that she has been diagnosed with Lyme Disease and will not be able to teach. Until a substitute is called in, Principal Skinner will oversee the class.
Upstairs, Bart is showing his class a video of Snowball II being born. This doesn't go over well considering the graphical content of the movie.
2. Mr. Bergstrom first meets the students dressed as which of these?

Skinner's time in Mrs. Hoover's grade two class is a short one since the substitute teacher waltzes in wearing spurs and firing popguns. With a guitar on his back, he introduces himself as a Texas cowboy from the year 1830 and tells them to ask any questions they want.

The kids are taken aback a bit by Mr. Bergstrom's unique teaching style but, when Lisa is able to note three factual inaccuracies in his costume, she's allowed to wear his hat. The kids warm up to him when he gives his name, Mr. Bergstrom, and suggests two joke names-- Mr. Nerdstrom and Mr. Boogerstrom.

That weekend, Lisa tells her mother about the way Mr. Bergstrom makes her feel and, for some reason, can't seem to understand that Marge feels the same way about Homer. Homer and Bart both make fun of Mr. Bergstrom, but Lisa falls deeper into her crush.

When Mr. Bergstrom compliments her on her homework, he says that her father must be a good influence on her. She denies this, considering.

The candidates for Class President (really only Martin and Bart) have their opening debates for their campaign and, using faulty rhetoric, Bart is able to take the lead in early polls, making the headline of his class paper. Homer, upon seeing this, says that it's all more than a personality contest and that he MUST win. Bart immediately takes a more aggressive stand in his campaign, angering his teacher but thrilling the masses. Lisa and Mr. Bergstrom watch from above.

While she's disappointed with her brother's antics, he says that someday she may miss them.

It doesn't take long before Homer is making a fool of himself, especially when Mr. Bergstrom shows up for a visit. It doesn't take long before Mr. Bergstrom realizes that Homer and Lisa don't have a lot in common and that Homer needs to find a way to connect with his daughter.

Evidently, since Lyme Disease was popular, she assumed she had it. Lisa is distraught over the loss of Mr. Bergstrom and leaves class early.

Election Day finally comes to Ms. Krabappel's class and before she can tell the kids to put thought into their votes, Bart announces his victory party on the playground. It is here, however, while everyone is celebrating, that he discovers that no one took the time to vote. Unsurprisingly, Martin wins the Class Presidency, taking the only two votes in the race (one from himself and one from Wendell). Ms. Krabappel is pleased.

Lisa goes on the hunt for Mr. Bergstrom and discovers that he moved out of his apartment, probably on another job (to Capital City). She catches up to him at the train station and he apologizes, but says she needs to know that things will go on as they always have. She says that she understands but will miss him. He leaves her a note saying that if she's ever feeling lonely she can read the note and understand; it says little more than "You are Lisa Simpson."

That evening, Homer, frustrated that Bart lost the race, nonchalantly brushes off Lisa's moping. Angrily, she decides to call her father a baboon and runs to her room. Homer is deeply hurt by this, but Marge reminds him that her faith in her dad is shaken and there's nothing she can do. To make amends he goes upstairs and tries to make it better; to her surprise he's able to explain himself and even makes fun of himself being a baboon. Lisa forgives him.

Homer goes to the next room and speaks to Bart. This issue's a bit easier. He explains that since Bart wouldn't have gotten money AND he would've had to do extra work, it's better that he lost to Martin.

Heading downstairs, he tells Marge not to jinx anything-- he's on a roll.
